ROTONDA MEADOWS/VILLAS CONSERVATION ASSOCIATION

BOARD OF DIRECTORS’ MEETING
JANUARY 18, 2017

The duly noticed Board of Directors’ meeting for the Rotonda Meadows/Villas Conservation Association was held on Wednesday January 18, 2017. The meeting was called to order at 12:15 p.m. Directors present were Noel Andress, John Brandenberger and Peter Traverso. Also present were Association Managers Dianne Beymer and Tim Freeman and 7 members.

A quorum of the Board was present so the meeting could proceed.

MINUTES

On MOTION by Peter Traverso, seconded by John Brandenberger, the Board agreed unanimously to approve the Minutes of the December 14, 2016 Board Meeting as submitted.

TREASURER’S REPORT

The checkbook, bank statements and Trial Balance reconcile. Expenses are in line with the budget with the exception of Legal, which exceeded the budgeted amount due to expenses related to the power and paving projects. This line item was increased on the 2017 budget to allow for continuing legal expenses associated with these projects.

Tim Freeman presented an engagement letter from Webb, Lorah and McMillan for the 2016 review and tax preparation. The amount remains the same as last year — $2,900. On MOTION by John Brandenberger, seconded by Peter Traverso, the Board agreed unanimously to engage Webb, Lorah and McMillan to perform the 2016 review and tax preparation at a price not to exceed $2,900.

COMMITTEE REPORTS

Deed Restrictions:
Tim Freeman asked the off-duty deputy to put together a report of activity over the weekend of Christmas. The report showed there was not much activity and everyone who was asked to leave complied — the Association’s actions seem to be working.

RMC: None

Peter Traverso explained to owners how to logon to the Charlotte County appraiser’s website and look at the record for their property and navigate to the FEMA area to see the letter of map revision (LOMA) for their property. The revision was done due to changes in flood elevation in the area. Mr. Traverso advised owners to contact their insurance agents to see if the map revision affects their flood insurance. The maps have not been updated yet; therefore, the letter will apply.

OLD BUSINESS

FPL Project Update: Derek Rooney told Tim Freeman he’s working on getting a formal opinion from the County as to why an MSBU cannot be formed for power. Mr. Rooney believes there is plenty of evidence to the contrary. The Board needs to focus on getting the support of the County Commissioners to put pressure on the County Attorney. John Brandenberger, Peter Traverso and Tim Freeman will meet with the commissioners at noticed meetings; Commissioner Truex first, then Commissioner Doherty and finally Commissioner Tiseo. Tim Freeman will try to schedule the meeting to take place within the next two weeks.

Mr. Rooney told Noel Andress that the County Attorney’s office already had a draft of the MSBU for Meadows and Villas. Noel Andress asked Mr. Rooney to send a copy for this meeting, but it was not received. Mr. Andress advised Tim Freeman to get a copy ASAP.

Road Paving: Noel Andress asked when the paving is scheduled to begin and the cost. Tim Freeman will follow-up with the County on the timeline and cost.

Water/Sewer Connection Fees: Table until other issues have been resolved.

NEW BUSINESS

Rt. 771 Landscape Maintenance Contract Renewal: Tim Freeman presented a renewal contract from Jim’s Complete Lawn Service for landscape maintenance along Rt. 771. The contract price includes an increase of $15 per month, from $190 to $205. On a MOTION by Peter Traverso, seconded by Noel Andress, the Board voted 2 to 0, with John Brandenberger abstaining, to approve the landscape maintenance contract with Jim’s Complete Lawn Service at a cost of $205 per month. Motion passed.

OTHER BUSINESS

John Brandenberger asked the members present what company provides their internet service; all said CenturyLink. Mr. Brandenberger said the Board will be working on getting better internet service in the community.

Payables: Payables were reviewed and checks signed.

Next Meeting: The next meeting is scheduled for Wednesday, February 15, 2017 at noon.

ADJOURNMENT

There being no further business to come before the Board, the meeting adjourned at 12:45 p.m.
