ROTONDA MEADOWS/VILLAS CONSERVATION ASSOCIATION
BOARD OF DIRECTORS’ MEETING
WEDNESDAY, FEBRUARY 21, 2018
The duly noticed Board of Directors’ meeting of the Rotonda Meadows/Villas Conservation Association was held on Wednesday, February 21, 2018. The meeting was called to order at 12:20 p.m. Directors present were Noel Andress, John Brandenberger and Peter Traverso. Also present were Association Managers Dianne Beymer and Tim Freeman and five members.
A quorum of the Board was present so the meeting could proceed.
MINUTES
On MOTION by John Brandenberger, seconded by Peter Traverso, the Board voted unanimously to approve the Minutes of the January 17, 2018 Board meeting as presented.
TREASURER’S REPORT
Due to the transition to new accounting software, financials were not available for this meeting. They will be emailed to the Directors as soon as they’re completed – probably in a day or two.
COMMITTEE REPORTS
Deed Restrictions:
29 Elm: After sending letters and having contact with the owner, the ambulance was finally removed from the property, but has recently reappeared. Efforts to have it permanently removed will be resumed.
48 Lark: Members reported the trailer is still being parked there on occasion.
37 Blue Hen: Unapproved home start; an email was sent to the builder and a letter was mailed to the owner.
ACC:
15 Blue Hen Drive: The Board reviewed the application and plans for new construction at the referenced property. On a MOTION by Peter Traverso, seconded by John Brandenberger, the Board agreed unanimously to approve the plans for 15 Blue Hen Drive contingent upon the following:
1. Builder/owner to add either cementitious design or mature landscaping with proper irrigation on right elevation along garage wall;
2. Builder/owner to grade, sod, and mow area between rear property line and water’s edge.
145 Wren Drive: The Board reviewed the application and plans for the referenced property. On a MOTION by Peter Traverso, seconded by John Brandenberger, the Board agreed unanimously to approve the plans for 145 Wren Drive contingent upon the following:
1. Builder/owner to grade, sod and mow area between rear property line and water’s edge.
RMC: None
OLD BUSINESS
FPL Project Update: A few more surveys were received and the total is still just over 48%. The Board would like to have over 50% in favor of the project.
Tim Freeman was advised by a County employee that a third party contractor is conducting an audit of the MSBU system and recommended changes should be done by August. In the meantime, no new MSBUs will be formed.
The Board will send a letter to the County Commissioners stating the Association received an “overwhelming response to the survey and would like to meet with them in March to discuss the project.”
Water/Sewer Connection Fees: Table for now.
TDU Ordinance: Noel Andress reported the TDU ordinance is moving through the system and keeps changing due to a tremendous amount of clarification. Mr. Andress reviewed the changes and doesn’t think they will adversely affect Meadows/Villas.
NEW BUSINESS

OTHER BUSINESS
A member commented that the house on Carnation has had an RV parked in front of it for at least two weeks. Tim Freeman will check it out.
Payables: Payables were reviewed and checks signed.
Next Meeting: The next meeting is scheduled for Wednesday, March 21, 2018 at 12:00 p.m.
ADJOURNMENT
There being no further business to come before the Board, the meeting adjourned at 1:15 p.m.
